Resident Alleges Library Director Ignored Complaint, Sent Letter to Wrong Address

During both public comment periods at the July 13 council meeting, a Montclair-area resident renewed a complaint he had raised at a previous meeting about how the library director (referred to in the meeting only as "Miss D.") handled a dispute between library staff and a patron. He said he had never spoken directly with the director about the matter despite it being her responsibility to address such complaints, and said a letter she sent him about the situation was addressed to the wrong house and only reached him because a neighbor forwarded it. He told the council the underlying issue remains unresolved, though he praised Police Chief Quinn's responsiveness. Council President Moody noted that library personnel matters fall under the library board's jurisdiction rather than the council's.
Separately, Netflix location manager "Angus" introduced himself to the council on behalf of an as-yet-untitled spy film referred to informally as "Spy," telling members the production is scouting a "hero house" near Tuxedo and Richwood avenues for a shoot it hopes to begin the week of August 31; discussion touched on a proposed drone flyover and the use of prop weapons during filming, and the production representative said neighbors would be offered "blackout" arrangements to limit disruption. In a second, separate production matter, the administrator announced Herrel Field will be closed to the public this Friday, July 17, for a TV commercial shoot.
Representatives from the Montclair branch of the NAACP, Diane England and Adrian Wilson-Pounds, told the council the branch's catchment area has been formally expanded to include Glen Ridge for the first time, and said they hope to participate in local events.
On the agenda, the council awarded a $250,863 road-paving contract for Mayolis Avenue to the lowest of six bidders, Celli and Sons, funded through the borough's 2023 Local Transportation Program allocation, and voted to join the Essex County Urban County Community Development Program to remain eligible for federal HUD community development block grants for federal fiscal years 2027 through 2029. Councilor Zimet abstained on the vote to adopt the June 22 meeting minutes. The council also approved a corrective action plan addressing minor purchasing-procedure and dog-licensing issues flagged in the 2025 municipal audit, alongside certification of an audit described as "clean."
The borough extended condolences to longtime land-use attorney Alan Tremilac, who has served the planning and zoning boards since 2000, on the loss of his daughter. Council members also flagged that New Jersey's new e-bike law takes effect July 19, requiring riders to be at least 15, 15- and 16-year-olds to hold an e-bike license, 17-and-up riders to hold a standard driver's license, and all e-bikes to carry registration, insurance, and helmets. A "Popup in the Glen" community event is set for July 22 from 4 to 8 p.m., and a cobblestone-gutter cleanup the prior weekend collected 50 bags of debris with more than 20 volunteers across nine streets.
