Council introduced the borough's 2023 municipal budget, totaling $17,591,449.50 in general appropriations with $13,233,044.78 to be raised through property taxes. The budget was set to be published in the April 20 edition of the Glen Ridge Paper and posted to the borough website, with a public hearing on the budget and tax resolution scheduled for May 8.

Council gave final adoption to Ordinance No. 1782, repealing and replacing Chapter 15.28 (Flood) to bring the borough's floodplain rules in line with updated FEMA requirements; no members of the public spoke at the hearing. Council also certified compliance with EEOC guidance on considering arrest and conviction records in hiring decisions, and adopted a resolution declaring the borough's support for the statewide "U Drive. U Text. U Pay." distracted-driving crackdown running April 1–30.

Routine business included approval of claims/payroll warrants and ABC social affair and raffle permits for the Glen Ridge Women's Club and the Glen Ridge High School HSA. Councilor Mans announced that Glen Ridge resident Jackie Youstein had been nominated to fill Ralph Caputo's unexpired term representing the district in the state Assembly, drawing congratulations from the full council. During public comment, resident Peter Hansen asked the borough to explore letting Glen Ridge senior citizens use Montclair's municipal pools.

Councilors Lefkovits and Law abstained on the vote approving the minutes of the prior (March 27) meeting; every other vote that night was unanimous among the four councilors present, with Hughes and Morrow absent for the entire meeting.
