Planning Board Reviews Draft Fair Share Housing Plan, Debates R-5 Zone's Role

At its May 21, 2025 meeting, Glen Ridge's Planning Board received a presentation on the draft Housing Element and Fair Share Plan (HEFSP) from Chris Colley of Topology, covering the timeline for the state's 4th Round affordable housing process, the numbers assigned to the Borough, and possible compliance strategies to meet its Prospective Need Obligation.

Board members discussed several aspects of the draft plan, including why the R-5 zone was proposed as an area for potential affordable development, the Historic Preservation Commission's oversight of any development in that zone, and continuing to use the PRD zone as part of the Borough's compliance strategy for the 4th Round obligation. No vote was taken. The Board's adoption of its April 23, 2025 minutes drew abstentions from Mr. Morrow and Mr. Zichelli.
