Glen Ridge Library Faces Grant Spending Deadline as Board Approves Remote Voting Option for Trustees
Listen
The Glen Ridge Public Library Board of Trustees met on September 10, 2025, with a looming financial challenge topping the agenda: the library must spend an additional $15,000 by a December 2025 deadline to qualify for reimbursement under a grant from the Library Construction Bond Act (LCBA). Board members discussed asking the state agency for both more time and a broader list of projects that could qualify for the money. Library Director Ms. Doody plans to make that request in November, once costs and timelines for an acoustic sound-dampening project are finalized.
That acoustic project hit a snag when a glass door ordered for the installation arrived in the wrong size and had to be reordered at no extra cost. Northeast Construction has been hired to install plexiglass near the business manager's office and sound-absorbing panels in the study room area. Elsewhere in building upkeep, three digital signs and related software installed over the summer are letting staff post messages and a WiFi-connection QR code, though the signs' calendar feature is broken and is expected to be fixed. A study room whiteboard damaged earlier was removed and the wall repaired, with a replacement whiteboard on order, paid for with grant funds.
In a unanimous vote, the Board amended its bylaws to let trustees occasionally attend and vote in meetings electronically, so long as most members still show up in person, in line with guidance from the New Jersey Library Association and the state's Open Public Meetings Act; a recurring Zoom link will be set up for 2026 meetings. Trustees also approved the August 2025 bills list totaling $126,399, which included $76,932 for town-appropriated salaries and benefits, $18,401 for new Children's Room and staff furniture, $10,522.50 in LCBA grant spending on the digital signs and glass door, and $8,978 under a shared-services agreement with the Borough of Glen Ridge.
Staff reported that the Summer Reading program's kickoff event drew its highest attendance in recent years, but overall participation in the program declined for reasons staff could not pin down, though a possible drop in physical book buying among younger patrons was floated as one factor. The treasurer's report showed year-to-date spending through August at 68.4% of budget, slightly under target, with salaries running a bit ahead of schedule and materials spending below budget; dividend income is expected to top $10,000 for the year. Separate figures showed appropriation revenue at 69.68% of its budgeted total, which the minutes attributed to timing rather than any shortfall.
The Board also agreed to move its September 2027 meeting from September 8 to September 22, 2027, at Ms. Doody's request. Ms. Doody reported attending several community events, including National Night Out at the Glen Ridge Community Pool, New Teacher Orientation at Glen Ridge High School, and the Women's Club Open House on September 6. She also shared usage data showing library patrons mostly access the Libby e-book app via iPhone, prompting a discussion about how useful such regional statistics are going forward. Trustee Kastenmeier reported that the Friends of the Library's Town Wide Yard Sale is set for September 27, with an author event featuring Jay Cooper still being scheduled. The library also booked several fall programs, including an animal presentation, a ceramic painting event, and a four-week children's chess workshop.
The Board briefly entered a closed executive session from 8:38 to 8:58 p.m., with no topic discussed publicly and no action taken afterward.
