The council approved a slate of resolutions clearing the way for Glen Ridge's spring event season, authorizing road closures for the Arts & Eco Fair (May 20-21, coordinated by the High School Home & School Association and Environmental Advisory Committee), the Rhino Romp (May 25, with the Board of Education), the Memorial Day Parade and Picnic (May 29, with the Kiwanis Club), and the Community Fund's Lager Run (June 11), which will use Hurrell Field for its post-race event at the police chief's recommendation. All resolutions passed unanimously among the councilors present (Mans, Hughes, Meyer, and Morrow; Lefkovits and Law were absent).

The council also accepted two substance-abuse prevention grants for the Glen Ridge Municipal Alliance — a Governor's Council on Alcoholism and Drug Abuse grant of $13,721.26 plus matching funds, and a DMHAS Youth Leadership Grant of $4,710.48 — and introduced Ordinance 1782 on first reading to repeal and replace the borough's flood-control chapter to comply with updated FEMA requirements, referring it to the clerk for statutory publication. Minutes from the March 13 meeting were approved, with Councilor Hughes abstaining.

In committee and administrative reports, Parks and Recreation confirmed new benches at Carteret Park, planters at the Clark Street pool lot, and newly installed AED machines at the Public Works Yard, Train Station, and Freeman Tennis Courts, with staff now trained on their use. The administrator reported upcoming paving on High Street, Mitchell Place, Columbus Avenue, and Ardsley Road, and Chief Quinn said signage for the recently adopted Hillcrest Road parking ordinance would go up during spring break, with enforcement beginning April 10, 2023. A resident asked about the borough's response to the DeCamp bus service termination, and a letter from the Kiwanis Club offering support for the Memorial Day Parade was read into the record.
