Council adopted a borough-wide Cyber Incident Response Plan, developed with the borough's IT consultants and covered under the Public Alliance Insurance Fund's cyber-liability coverage, to be folded into the borough's overall cyber risk management plan. It also approved an updated employee handbook to bring policies and procedures in line with current state and federal requirements, certified compliance with the 2020 annual municipal audit, and approved the related corrective action plan, addressing a couple of recurring but not significant findings. A budget amendment inserted $16,375 from an Essex County Municipal Alliance Committee grant.

Council awarded a $30,367.68 contract to Chifano Construction Company to mill and pave Baldwin Street between Montclair and Highland avenues, and a $29,535 contract to Duget's Tree Experts for tree removal and stump grinding. On the routine motion to approve the minutes of the October 12 meeting, the roll call was announced as five ayes and one abstention; the recording is too garbled to identify with confidence which councilor abstained.

The Glen Ridge Train Station is scheduled to reopen to morning commuters and civic organizations on November 1, though not yet for social events or private parties. Councilor Mans announced that Shade Tree Commission Chair Elizabeth Baker and the commission had won a statewide Urban and Community Forestry Achievement Award from the New Jersey Community Forestry Council and state Forest Service. Councilor Morrow noted county-run COVID booster and vaccine sites and recognized Glen Ridge High School senior Chris Brown's Eagle Scout project rebuilding the garden beds at Benson Street.

Councilor Hughes previewed a November 8 Public Safety Committee meeting to be followed by a swearing-in ceremony for Sgt. Romain's and Lt. North Dallas's promotions and the hiring of new officer Manny Adewumi. Public Works reported it was fully prepped ahead of a forecast storm, and police reminded residents of Halloween safety precautions.
