Public Presses Council on Police Litigation as Stormwater Ordinance Gets First Reading
Listen
Public comment focused on concerns about litigation within the Police Department. Maureen Mica of Forest Avenue and an anonymous speaker raised concerns and asked the Chief to respond; Mayor Patrick reminded attendees that the Borough and its officials are legally barred from commenting on pending or threatened litigation or personnel matters except in specific circumstances. Later in the meeting, Chief Byron-Lagattuta addressed the public directly, saying her office remains open to residents and noting only two snow-removal summonses had been issued, while thanking recreation staff and high school students who helped seniors with snow removal. Resident Lynne Vande Stowe also raised concerns related to the litigation.
The Council introduced Ordinance No. 1740, a Stormwater Management ordinance, on first reading, referring it to the Municipal Clerk for publication ahead of a future public hearing. Members also adopted a resolution authorizing the Police Department to participate in the federal Defense Logistics Agency's "1033 Program," which allows municipal police departments to acquire surplus non-military Department of Defense equipment (with armored vehicles and marine vessels over 28 feet excluded absent specific Council approval), and approved a $3,240 change order for a hazardous tree removal contract with Dujets Tree Experts, bringing that project's total to $42,295.
Committee reports covered a fire at the Borough's recycling contractor's facility, requiring a search for a new recycling partner, and an update on transporting seniors to county vaccine sites. Borough Attorney Malyska reported on a final hearing before Judge Gardner regarding the CLARUS water connection matter, and Administrator Zichelli thanked Public Works crews who worked 36-48 hours straight during a snowstorm. All votes were unanimous.
